Location and Dates:

Manila, Philippines: June 13-16, 2011

Forum Objectives:

The primary desired outcome of the forum is for the country teams to lead, champion, and advance the implementation of the action plans to strengthen a multisectoral  HIS in their country that they will develop at the forum. 

  1. Delegates will broaden their perspectives on implementation options, challenges and roles related to health information systems (HIS) by interacting with colleagues from other countries and sectors.
  2. Delegates will develop a shared awareness of the roles of various sectors in strengthening HIS and the options and strategies for improving cross sector coordination.
  3. Delegates will explore leadership roles in managing health information systems as a national asset.
  4. Delegates and donor participants will work together to develop preliminary action plans to promote stakeholder engagement and commitment to HIS.
  5. Donor participants will highlight relevant follow on resources (information, financial and technical assistance) available in their respective sectors to strengthen HIS Forum Agenda:

The forum built on ongoing efforts to strengthen national HIS and cross sector collaboration to achieve an effective HIS where health data are used to improve health decision-making and the delivery of health services.

The forum agenda highlights examples of well-functioning multisectoral HIS that is country-led and engage participating country teams (5-8 participants from different ministries that have a vital role to play in a functioning national HIS including the ministries of health, finance, vital statistics, and telecommunications) in analyzing the current state of their HIS and areas that needs to be strengthened.

As the different sectors may too infrequently communicate and collaborate together, team building and critical discussions within and across multi sectoral country teams was encouraged to exchange country experiences, assess strengths and areas for improvement, and outline strategies for improving and harmonizing a national HIS. The program included technical sessions on HIS, leadership and multisectoral engagement and coordination and country team meetings culminating in a country specific action plan for each team, country team presentations and networking opportunities.

Attendees:

Approximately 120 participants attended the forum as part of multi-sectoral delegations from each of the 9 countries (approximately 80 country team participants).  Each team was  comprised of 6-8 senior officials and decision makers for government entities that have a stake in the country’s national HIS, such as the Ministries of Health, Finance, Telecommunications, and Vital Statistics.   Approximately 30 -40 other participants including donors, technical resource people and the implementing partners that make up the conference planning team will also be invited.
